Honestly, that's what I thought too. I think OpenAI was quite surprised by Opus 5.5.
It's no secret that OpenAI already has significantly stronger models internally. They've mentioned this repeatedly in their blog posts. And I suspect they're simply waiting to release it, especially after the recent security issues.
In any case, I can easily imagine them prioritizing releases of GPT-6.1/5-Astra or even considering a "Bel" release. Presumably, DevDay will be very exciting!
